Milo is a werewolf. He seems to be working for The Old Ones, specifically Mr. Snow.

He is a mercenary by trade, offering his services to the highest bidder. It is unknown how long he has been a werewolf.
Shortly after arriving from Bolivia, Mr. Snow meets with Milo, who he had sent on a few months ahead of him to spy on Annie and the baby. Milo informs him of Hal and Tom and how vunerable baby Eve is, and assures Mr. Snow that he is loyal to him because "you're the winning side". Mr. Snow then replies that he is going to kill the Prime Minister, first remarking that he must taste like "Buttered Toast", and they then depart together.
He carries vials of his own blood to use as weapons against any enemy vampire. He threatened Cutler with them after Mr Snow wanted him thrown out.
